NICVA Responds to DSD Committee on Regeneration Bill

NICVA recently responded to the Department for Social Development Committee's Call for Evidence on the Regeneration Bill.

The Regeneration Bill confers functions on district councils in relation to regeneration, amends the Social Need (Northern Ireland) Order 1986 and Part 7 of the Planning (Northern Ireland) Order 1991 in relation to the functions of the Department for Social Development by transferring powers to the 11 new Super Councils. These powers will not take effect until 1st April 2016.

In our response NICVA focused on Neighbourhood Renewal and the lack of definitions around terms such as “social need,” “deprivation” and “regeneration.” Without these definitions we would have significant concerns that there is no standard measure for each of the new councils to work toward which could lead to 11 different interpretations of an area of deprivation and ultimately 11 different outcomes. 

NICVA also highlighted issues around advice services and shared space.
