Dialogue Papers on the Role of the Third Sector

NICVA commissioned a series of dialogue papers in Northern Ireland, inspired by the debate within the Carnegie Commission process, and following on from the UK and Ireland launch in May by Geoff Mulgan, Chair of the Carnegie Commission of Inquiry into the Future of Civil Society of the Commission’s final report, Making Good Society in NICVA.

We are in a very difficult economic recession and organisations will be reviewing their situation carefully.  Whilst finance and funding will be very much to the fore we do need to consider our broader purpose.  NICVA has produced four dialogue papers for your information:

·         The role of the sector in civic life, democracy and governance

·         International comparisons of the role of the third sector

·         Third sector as a service provider

·         Role of the third sector in building a more tolerant society

Over the next year, NICVA plans an engagement on these papers, both within the sector and with the Northern Ireland Executive and Assembly.  It is important that we clearly set out the benefits of active citizenship and the positive impact that community and voluntary organisations have on life in Northern Ireland.

Excellent set of papers should be essential reading for all of us working in the third sector and for every government department - informative, challenging and inspiring.

Next steps? NICVA to take a lead role in ensuring that the fiscal prudence and cuts does not mean an unconscionable paring of our sector, the services we deliver and those who depend upon them

Next steps Susan? NICVA will focus on public expenditure plans from 2011 to 2015. As the Chancellor indicated we could see a 25% reduction in real terms to the Northern Ireland budget over the next 4 years. In cash terms a £1 Billion reduction, maybe even more. We need to defend our sector's valuable contribution to the delivery of those public services and ensure that we do not suffer unfairly or disproportionately. Many of our members can also help deliver services in a more cost effective way. The critical time to influence that debate is between now and October 2010. We will keep our members posted and involved on the issues.
