NICVA Chief Executive Seamus McAleavey has called on NI Executive Ministers to publish their Spending Plans as part of the Budget process. “It is three weeks now since Finance Minister Sammy Wilson published a draft budget for consultation. However, it is not possible to come to a reasoned judgement on the budget without the actual departmental expenditure plans.”
Dates for consultation meetings with each department here...
“The public needs to see detailed plans that set out each department’s expenditure for the next 4 years set against the baseline of this current year’s expenditure. Only then will we be able to come to an informed view and be able to respond to the budget consultation”.

“NICVA’s attitude to the draft budget will be governed by what we consider is fair in the circumstances. We understand that Northern Ireland has reduced spending capacity in real terms over the next 4 years but that is no reason to focus on soft targets for spending cuts.”
“NICVA has already said Northern Ireland needs to find new ways of doing things – that is not a call for changing the structures of organisations that deliver public services, there has been enough of that over the years but looking for new ways to intervene and get a better outcome. Early effective intervention is what saves money and gets the results people want”
