NICVA's draft response to the Bill of Rights consultation

NICVA welcomes the opportunity to respond to this consultation, having paid close attention to the development of a Bill of Rights in the 11 years since it was proposed formally in the Belfast Agreement.

NICVA was particularly heartened to see the Secretary of State's opening comments in which he reaffirmed the importance of “partnership, equality and mutual respect” and the “crucial role” that rights and freedoms have to play in Northern Ireland’s development.

It is therefore disappointing that the document demonstrates a lack of awareness of the nature of human rights, a lack of clarity about the government's reasoning and a lack of understanding of the constitutional nature of a Bill of Rights.
