Starter Job Pilot Study

The session was held to discuss the key themes which needed to be considered when drafting the terms of reference for the study. The study itself aims to reduce child poverty and increase employment through an Individual Placement Scheme (IPS) where parents on benefits and out of work can access paid employment, even if only for a few hours a week.

The pilot study has been referred to as the Earnings Disregard Pilot Study.  However, following discussions from participants on using a less negative term than the phrase ‘mini-job’, it's suggested the study be called the Starter Job Pilot Study.

Those taking part were positive about the value of the programme but recognised that success would depend on a series of inter-related actions.  The range of views expressed at the session is given in point form in the document available for download below.
