NJC Payscales - 2013

NJC scales are local government pay scales, which are extensively used in the voluntary sector. They are a result of negotiations between trade unions and Local Government Employers.

NICVA’s salary scales are guidance only and indicate the hours, general duties, skills and level of responsibility which is reflective of each particular scale; it is not an exhaustive or prescriptive list, it is intended as guidance and not to dictate how organisations should pay their staff. The descriptions of types of posts attributed to the scales below should not be used in isolation to set salary scales but as part of a more effective range of implements which should also include objective processes such as benchmarking and/or job evaluation.

The Trade Union Side of the NJC tabled a pay claim for April 2012 for "a substantial increase on all pay points that recognises the financial hardship being suffered by NJC workers - in particular the lowest paid - as a consequence of inflation and the failure of the Employers to award £250 to those earning below £21,000, as embodied in Government policy."

The Employers' Side of the National Joint Council (NJC)  met with the trade unions on 23 February 2012 and formally responded to their pay claim by informing them that there will be no pay offer for 2012/13.  They have also invited the unions to commence discussions immediately covering 2013/14 pay, terms and conditions and reform of the national negoitating machinery with a view to reaching agreement for implementation on 1 April 2013.

The Trade Union Side subsequently made a formal request that the matter of the 2012 pay claim be referred to arbitration but the Employers' Side have written to confirm that they cannot accede to this request.
