Community Empowerment Programme: Important Information About Data Collection

The Community Empowerment Programme (CEP) is being delivered by the Northern Ireland Council for Voluntary Action (NICVA) and a network of community partners from across Belfast. It is part of the Belfast PEACEPLUS Local Community Action Plan, which is supported by PEACEPLUS, a programme managed by the Special EU Programmes Body (SEUPB).

 

 

As part of the Community Empowerment Programme (CEP) we are required by Belfast City Council and SEUPB to collect some basic personal and sensitive data under Section 75 of the Northern Ireland Act 1998

What is personal and sensitive data?

Personal Data is information that relates to an identified or identifiable living person. 

Sensitive Personal Data also relates to an identifiable living person, but specifically reveals or concerns: 

  • Racial or ethnic origin; 
  • Political opinions; 
  • Religious or philosophical beliefs; 
  • Trade union membership; 
  • Genetic data; 
  • Biometric data (where used for identification purposes); 
  • Data concerning health; 
  • Data concerning a person’s sex life; and 
  • Data concerning a person’s sexual orientation. 

Why are we collecting this data?

There a several important reasons why we need to collect this data:

  • To measure and evidence the reach and impact of the PEACEPLUS Programme
  • To monitor programme implementation
  • To ensure compliance with our legal obligations
  • For equality and monitoring of the overall PEACEPLUS Programme

What are we using it for?

We will use your information and data to:

  • Make sure equality and good relations are at the heart of the Programme
  • Allow us to better design, adapt, monitor and evaluate the Programme
  • Help tackle inequalities, sectarianism, racism and social exclusion
  • To incorporate supports that address the barriers to participation

Who will receive the data?

NICVA will receive any data that you share with them or their Delivery Partners (see below) when you register as a participant on any part of the Community Empowerment Programme. 

NICVA will share *anonymised data with the Belfast City Council PEACEPLUS Team. For equality and monitoring purposes of the overall PEACEPLUS Programme, Belfast City Council will share aggregated and collated information with SEUPB. They will also share data with externally appointed, independent evaluators. 

*Anonymised means that you will not be connected to the answers you give, and it will not be possible to identify you from your answers.

Confidentiality and Security

The law protects your rights to privacy and for the personal data not to be shared unnecessarily.  Your name and personal information will not be used in any reports or publications.  The data you provide will be stored for 7 years (from the close of the programme in 2027) which is part of our rules as an organisation (e.g. for auditing or verification purposes).
